Is there anyway to adopt a child that has lost there parents in the war that we hav been fighting in Afghan?

I lost my husband in Dec he was in the US ARMY and i was thinking about if there is any possible way in adopting a child that parent was fighting for our country and passed away... Any answers would help please and Thank you <3
