My chansey won't evolve to blissey what's wrong with her?

Hi I asked a question about this yesterday. It's about my chansey she won't evolve into blissey iv gave her lots of things she's holding a soothe bell she's always walking with she gets a hair brush from daisy and the man in goldenrod city and she's still won't evolve any ideas to help it go alot quicker P.S I hav a pokewalker
